How do I create a wader scrape?

I want to create a snipe scrape in my permanent pasture field, where can I find information on how to do this and are there any grants available to help with cost?

Have you checked this RSPB page for some early thoughts?  There is also a hard copy of an advisory sheet specifically on scrape creation available from the RSPB, but it doesn't look as though it's available online yet, so I'd give one of their offices a call and get them to post it to you.

To get a bit of wet grassland to do what you want it to and actually hold waders needs a bit of careful thinking and planning beforehand, so it is pretty important to get it right if you don't want to be disappointed.

Know what you want it to do first - you want to get snipe, but have you already got snipe on the site?  Are they there in winter, or do you get drumming snipe in the spring?  Are there any other waders there - lapwing, curlew or redshank?

Is the permanent pasture already interesting botanically or from an archaeological point of view (in which case a scrape might not be the best idea)?

What kind of soils are involved (peaty soils excellent, heavy soils more difficult), and how does water get on and off the field - how much water and when?  What do you usually graze the pasture with and when (cattle ideal, but other stock might also be possible)?

And yes, there can be grants to help with scrape creation.  If you're in England the Higher Level of Environmental Stewardship by RDS can pay scrape creation, subsequent management of wet grassland and quite a lot of other works that might be needed.  The grant scheme works over the whole farm though, and it's a competitive scheme.  More info here if you've not seen it already.  Some local authorities also have small pots of money for environmental land management, depending on where you are.
